Here are some ideas Patty shared about creating a scaffolded curriculum for their media program:
Florida has library media guidelines/models called READS and FINDS. READS is the literacy piece of the curriculum standards. FINDS is the research piece of curriculum standards.

Patty uses these state curriculum standards to help develop a curriculum map for the elementary librarians. The curriculum map is tied to the ELA curriculum standards.
Patty also created a lesson plan template that includes drop downs for scope and sequence and standards selections. Then the librarians add in their activities for the lesson.
Her elementary librarians created a bank of activities to share with the other elementary librarians in the district.
All of these resources are housed in Google Drive and are provided as links through Destiny to all of the librarians.
